Tamer El-Meehy

Mr. El-Meehy is the President of Entrust.  He is a senior SME development expert with almost 20 years of experience in policy advice, institutional development and program design, combined with a strong background as an advisor to senior government officials and ministers, donor agencies, and international organizations.  His experience also covers diverse areas in addition to micro, small and medium enterprises (MSME) development, including civil society development, in addition to research, program/project design, planning, implementation, and management. Mr. El-Meehy's ability to combine abstract and analytical thinking, together with direct field experience, has enabled him to make contributions to the field of SME development that have placed him among the highest regarded leaders in the field.  Through his writings and consultancy work, he has played a key role in shaping the SME development agenda in Egypt, as well as in other countries in the region.


Lamia Bulbul
Vice-President Technical

Dr. Bulbul is an established regional and international research consultant with over 10 years of academic and professional experience in socio-economic research, gender and development in Egypt and the Middle East.  Possesses a diverse experience in academic and action research, and undertook a leading role in designing and conducting a variety of research activities; impact assessments, situation analysis, needs assessment, and evaluation studies in various areas. She has also carried out a number of consultancy projects within the areas of women’s labor, poverty, child rights, early childhood development and education with a focus on The Rights-based Approach to Development.   Dr. Bulbul also teaches sociology and development studies at the American University in Cairo.


Fayez Khamis
Senior Advisor

Mr. Khamis, our senior institutional development consultant, is an institutional development and finance specialist with over 30 years of experience in building the capacity of various organizations. He has provided leadership and expertise in establishing administrative, financial and lending policies on several USAID- funded institutional development projects. He developed and delivered institutional capacity building training for NGOs/MFIs in 13 governorates. He is also a lead microfinance specialist and trainer in various banks. He has been an international expert for developmental project assessment in Jordan for a project funded by the World Bank. He played a key role in improving the financial performance of micro lending units in several governorates. Also, he worked closely with senior Minister of Finance personnel and representatives of economic organizations to examine the economic and budgetary implications of sectoral and national policies and worked towards improving the financial management capacity of economic organizations.


Mona El-Diwany
Vice-president Finance and Admin.

Ms. El Diwany, our senior financial management consultant, has more than 20 years of experience in finance and procurement; she is familiar with all aspects of financial management, including financial analysis and modeling, internal control, cash management, budgeting, and financial forecasting. She has indepth knowledge of laws and regulations related to labor, social security, and taxation. In addition, she has an extensive experience in the design, installation and operation of accounting, administration, and personnel systems and procedures. Ms. El Diwany has five years’ experience in the field of tourism, including setting up a tourism investment company and managing its accounts, administration and procurement. She is experienced as well in working on projects and studies in the fields of tourism, privatization, agriculture, environment, and microfinance


Muhammad El-Kholy
Institutional Development Specialist

Mr. El Kholy has over 11 years of experience encompassing research, monitoring and evaluation gained from working with International Development Organizations. Being a senior officer engaged extensively with providing technical assistance to community development actors, Mr. El Kholy had the opportunity to participate in supporting civil society organizations to effectively represent their communities and engage in dialogue with the government and other development actors. Mr. El-Kholy has sound experience in using the Results Based Management (RBM) framework for project planning, management, monitoring and evaluation. He has also managed several proactive research projects that provided a clearer conceptualization of development issues and includes best practices and lessons learned, specifically: i) The Emergence of Corporate Social Responsibility Models in Egypt; ii) The Role of the General Federation of NGOs and Foundations (FNGOs) and The Regional Federations in Developing Institutional Capacities of NGOs in Egypt; iii) The Nature and Organizational Capacities of Business-women Associations Working in Egypt; and iv) Mapping of Egyptian Non-Governmental Organizations registered in Cairo Governorate. Mr. El-Kholy has excellent inter-personal communication skills in addition to facilitation and training competencies.
